How do I burn extra skin off of my body?

I am 14 1/2, 5'8" and 128 lbs. 2 years ago I was 5'6" and 144lbs. I have definitly lost some body fat, and thinned out a bit. My body mass index is now about 19.7, which I am told is pretty good. My problem is that I still have a lot of skin left over from my baby fat- I can pull up to 2 inches of skin from any part of my torso, which is absolutely gross. It''s also odd that thought from the side I have a flat figure, I have saggy skin (and muscle around my breasts, giving them awful features. I started a low-fat, low-sodium no snack food diet about 3 weeks ago, and have been doing about 30 good push-ups, some abdominal exercising and some upper-body training every day, and though I've gained a bit of muscle, I've lost little fat and skin. What's a solution?
